Constitution

WESTMAN SOUTH REGION OF HOCKEY MANITOBA

That where the provisions of this Constitution, By-Laws, or Regulations are inconsistent with the Constitution, By-Laws, and Regulations of the CHA and Hockey Manitoba, the CHA and Hockey Manitoba Constitution, By-Laws and Regulations shall prevail.

ARTICLE 1- NAME This organization shall be known as Westman South Region.

ARTICLE 2- OBJECTIVE
1. To promote, encourage and improve hockey in the Westman South Region.

2. To provide each player who becomes registered with the region an opportunity to play organized hockey.

3. To organize and regulate leagues and/or hockey development programs for various age groups, including AAA Female Midget; AAA Male Midget programs and AAA Female Bantam ; AAA Male Bantam programs within the region and any other program as organized by Hockey Manitoba.

4. To attend and host various Provincial Championship Play Offs as awarded by Hockey Manitoba.

ARTICLE 3-MEMBERSHIP
Membership in the region shall be in accordance to the Hockey Manitoba guidelines for Amateur Hockey Teams, Leagues and Associations.

ARTICLE 4- MEETINGS
1. Our Regional meetings shall be held regularly each year in:

a. December ( Within 10 days of Dec. 1- All rural regions are required to have meeting by Dec. 15 to review team entries and submit information to Hockey Manitoba office by Dec.20)

b. April-May ( Monday before Hockey Manitoba Annual Meeting)

c. September ( 1st Monday after the long weekend in September)

2. The director shall call special meeting at any time.

ARTICLE 5 THE EXECUTIVE
The executive shall consist of:
a. Director
b. Vice Director (Female Hockey Representative)
c. Vice Director (Minor Hockey Representative)
d. Referee Coordinator
e. Hockey Development Coordinator
f. One (1) Representative from each association in the region
g. Secretary-Treasurer ( no vote)

ARTICLE 5-THE EXECUTIVE
1. The positions Director, Vice Director(Female),Vice Director and shall be filled annually at the spring meeting each year. Any changes will not be in effect until June 1.Each Minor Hockey Association in the region shall be notified of the meetings within the region 30 days prior to the meeting date. .Any person shall indicate to the Sec.-Treas. his/her intention to run for that office position 20 days in advance of our regional meeting. These submitted to Hockey Manitoba before the Annual Meeting for their approval after our meeting.

2. Hockey Development Coordinator shall be appointed annually.

3. Referee Coordinator, appointed by Hockey Manitoba, in consultation with the region.

4. Secretary-Treasurer: appointed by Region Executive


ARTICLE 6A-DUTIES OF THE REGIONAL DIRECTOR - Reports to the Chairman of Minor Hockey.

- Is a voting board director of Hockey Manitoba.

- Responsible for the supervision and general conduct of all minor hockey in the region.

- Responsible for the discipline of players, coaches in accordance with Hockey Manitoba suspension guidelines.

- Shall provide a written report to the Chairman of Minor Hockey for the Semi Annual and Annual Meeting of Hockey Manitoba.

- Shall insure that the constitution of the region is updated and submitted to Hockey Manitoba Annually.

- Shall ensure regional provincial playoffs are conducted within the region in accordance with Hockey Manitoba Regulations.

- Represents Region at Hockey Manitoba meetings.

- Represents Hockey Manitoba at local Minor Hockey Associations as required.

- Sits as a member of the regional registration committee.

- Ensures that the regions membership are aware of Hockey Manitoba programs and provides information to the region membership as to how they may access such programs.

- The director may call upon the Chairman of Rural Minor to assist in committee work or other related hockey activities.

ARTICLE 6B- REGIONAL VICE DIRECTOR (FEMALE HOCKEY REPRESENTATIVE)
- Shall be the regions female coordinator for Hockey Manitoba

- The vice director shall in the absence of the Minor Director have all the authority and perform the duties of the Minor Director

- Shall assist the Minor Director as requested.

- Attend the Hockey Manitoba Annual and Semi Annual meeting and have a vote at the minor council and plenary sessions for both male and female hockey.

- May substitute for the Minor Director at any Hockey Manitoba meeting and carry the rights afforded to the Minor Director.

- This position should be considered as a lead into the Minor Directors position.

ARTICLE 6C -VICE DIRECTOR
- The vice director shall, in the absence of the Minor Director have all the authority and perform the duties of the Minor Director

-Shall assist the Minor Director as requested.

-Attend the Hockey Manitoba Annual and Semi Annual meeting and have a vote at the minor council and plenary sessions for both male and female hockey.

-May substitute for the Minor Director at any Hockey Manitoba meeting and carry the rights afforded to the Minor Director.

-This position should be considered as a lead into the Minor Directors position.
- Run local region provincial play-offs

ARTICLE 6 D- DUTIES OF REGIONAL REFEREE CO-ORDINATOR
- Assign all regional certification and re certification clinics in the spring of each year with the regional minor hockey associations.

- Organize and coordinate a Regional referee Development Committee which mirrors the Provincial model.

- Work with the Hockey development Coordinator to recruit referees course conductors and help coordinate clinic registrars and course conductors.

- Facilitate the assignment of hockey games within the Region, in consultation with various leagues and community assigners.

- Work with community R. I. C.’s with the supervision programs, including performing supervisions in regions.

- Create an official’s ladder/ranking list for all leagues in your region. The ladder will be developed by consulting with all league and community referees-in-chief.

- Contact and create a working relationship with all league and community referee-in-chiefs within the regional boundaries, including the Regional Minor Hockey Director.

- Communicate all information that he/she receives from various workshops and meetings back to all community assigners, league assigners, regional, and league executives. - Receive correspondence from all regional and league meetings and work with all partners within the regional boundaries.

- Report to the branch Level I-III referee-in-chief on a regular basis.

- Must attend provincial referee meeting called by the Level I-III Hockey Manitoba Referee-in-Chief.

- Should hold a meeting one or two times a year with all community assigners and league assigners to discuss regional

- and provincial concerns in relationship to CHA and Hockey Manitoba rules and policies.

ARTICLE 6 E- DUTIES OF REGIONAL DEVELOPMENT CO-ORDINATOR
- Regional Development Programs( as defined below and can be changed by Hockey Manitoba) will be looked after within our region with help from other executives.

HOCKEY MANITOBA REGIONAL PROGRAMS
- Regional Development Squads (12 yrs.)
- Director’s Cup (13yrs.)
- Female Bantam Challenge (13-14 yrs )
- Male and Female Bantam AAA teams ( 13-14 yrs.)
- Male and Female Midget AAA teams ( 15-17 yrs.)
- Program of Excellence (Male U16, Male U17, Female U18)

ARTICLE 7- DUTIES OF TOWN REPS
- Representative at meetings and holds one vote for association he/she represents.
- Responsible to see that all registration deadlines are met.
- The main contact for the director and registrar in your association.

ARTICLE 8- FINANCES
-Fees for membership in the region will be determined by a majority vote of members at the first meeting in the fall.
-Late fee fines will be determined by a majority vote of members at the fall meeting. These include:

1. Sept. 1: A copy of form for hosting provincials must be sent to Region Sec.Treas.
2. Nov. 1 : Westman Team assessment fee each year to the region Secretary-Treasurer.
3. Dec. 1: A copy of the Minor Hockey Play-Off Registration form to the region Secretary-Treasurer.
4. Dec. 1: Request to play up a category ,with a reason, record of the team and who they have played.
5. Dec. 1: Apply in writing to the region Secretary-Treasure if you will remain in provincials if your request is denied to play up

ARTICLE 9- APPEALS: REGISTRATION APPEAL COMMITTEE

1. REGIONAL REGISTRATION COMMITTEE
This will include the Director, Vice Director (female) and Vice Director. This committee will act in a consultation role on registration issues and appeals within the region.

2. APPEAL PROCEDURE
This will be in accordance with Hockey Manitoba By-Law 3

ARTICLE 10- AMENDMENTS
Amendments to this constitution can only be made following a written notice of motion to the Association Secretary, one week prior to the date of the last meeting of the year and it must be a 2/3 majority vote from the assembled Membership. There must be a quorum present at this meeting. The Board of Directors of the Manitoba Amateur Hockey Association must approve amendments to this constitution before they can be implemented.

Motion:Wawanesa/Carberry that Vice Director and Secretary-Treasurer positions be separated.(carried)
Also put in the constitution the “ Hockey Development Coordinator Position” Amended April 23,2012 on a motion by Souris/Wawanesa (carried)
